WMF Image Size Requested may result in a different size

Really strange problem here: When I set the Windows 7 display settings to 150% for larger text (both 100% and 125% work) TChart *may* return the wrong size image.

See the attached example, the WMF image below the chart should be a duplicate of the one above, just a different size. The caption shows what size the requested image was and what size was returned. Initially, the WMF image will return the wrong size (much large, with lots of margin on the right & bottom).

Change this to a BMP and not only is the correct size image return, returning to WMF results in the correct size image.

Any ideas on how to correct this?

I reproduced this problem in a fairly simple demo (attached) and posted it to the EMB forums as well. I have some frustrated customers about this and really need a fix soon.

I reproduced the problem with both applications in Windows 10. Note I reproduced the problem with both 125% and 150% Zoom:
