TAxisArrowTool limit range

I have a Gantt chart that can one or two items on the y axis, or it can have 100+.
I would like to use the TAxisArrowTool on the left axis of my Gantt chart. However, the user can then click the up or down arrow so many times that the data completely scrolls out of view. How can I limit that to the top-most or bottom-most Y value?
