Can't Register teechart2021.ocx on Client Computer

I have had success implementing teechart2021.ocx and teechart202164.ocx with Microsoft Access (x86 and x64) and Microsoft 365. I am now faced with a problem from an enterprise user that apparently cannot register the teechart2021.ocx. I sent them a simple database in a non-compiled format (i.e., accdb) with a teechart object embedded in it to test the reference. When they open it, the chart is not displayed and when checking references, it indicates the reference is broken. What I am unsure of is whether this is normal behavior for someone that does not have a licensed copy as I the developer has.
