Changing Series Marks Angle sets the new angle for all the marks in that series, which is correct. Ie:

  with Chart1.AddSeries(TBarSeries) do
  begin
    FillSampleValues;
    Marks.Angle:=45;
  end;

But changing the Angle for a single Mark doesn't work. Ie:

  with Chart1.AddSeries(TBarSeries) do
  begin
    FillSampleValues;
    Marks[2].Angle:=45;
  end;
