Horizontal bar series with marks visible, marks tail visible and marks text rotated at 270 degrees causes marks background being drawn as if text is not rotated (at 0 degrees).

See top of attachment (Tails.png).

If tail is not visible marks are drawn correctly including background (at 270 degrees).
