FullScreenTool isn’t work properly. Basically, the tool isn’t added in the Design Time and the chart is drawn in FullScreen view but out off the form. Follow the steps below to show  problems:

1. Creates a new project and places a TChart component on a form.
2. Opens Chart Editor and adds a Full Screen tool.
3. Closes Chart Editor and sets the Active property to true in Object Inspector.
4. Runs the project.
