Code to reproduce:

var tmpS : TBarSeries;
    subA, custA : TChartAxis;
begin
   Chart1.View3D:=false;

   tmpS := TBarSeries(Chart1.AddSeries(TBarSeries));
   tmpS.FillSampleValues();

   custA:=Chart1.CustomAxes.Add;
   custA.Horizontal:=false;
   tmpS.CustomVertAxis:=custA;

   Chart1.MarginLeft:=10;

   subA:=custA.SubAxes.Add;
   subA.Increment:=500/3;
end;

The position of the SubAxes cannot be manually corrected thanks to:
