The ScrollBar tool WhenNeeded property changes the legend position when you scroll it and Legend is aligned in the bottom. Basically, seems that legend ‘jumps’ when it is scrolled to right. The space underneath the legend becomes bigger, too. If you fix the MaxNumRow the problem still occurs.
The code below reproduces the problem: 
private void InitializeChart()
        {
            tChart1.Aspect.View3D = false;
            tChart1.Dock = DockStyle.Fill;
            for (int i = 0; i < 30; i++)
            {
                new Steema.TeeChart.Styles.Line(tChart1.Chart);
                tChart1[i].FillSampleValues(10);

            }
            Steema.TeeChart.Tools.LegendScrollBar tool1 = new Steema.TeeChart.Tools.LegendScrollBar(tChart1.Chart);
            tool1.DrawStyle = Steema.TeeChart.Tools.ScrollBarDrawStyle.WhenNeeded;
            tool1.Horizontal = true;
            tChart1.Legend.MaxNumRows = 2;
            tChart1.Legend.Alignment = Steema.TeeChart.LegendAlignments.Bottom;
        }
