ScrollBar tool WhenNeeded property doesn’t work when the scrollbar thumb is scrolled down. Use the code below to reproduce the problem and resize or maximize the windows.
  private void InitializeChart()
        {
            tChart1.Aspect.View3D = false;
            tChart1.Dock = DockStyle.Fill;
            for (int i = 0; i < 30; i++)
            {
                new Steema.TeeChart.Styles.Line(tChart1.Chart);
                tChart1[i].FillSampleValues(10);

            }
            Steema.TeeChart.Tools.LegendScrollBar tool1 = new Steema.TeeChart.Tools.LegendScrollBar(tChart1.Chart);
            tChart1[0].Title = "Summer temperatures";
            int maxsizetext = tChart1[0].Title.Length;
            tChart1.Legend.ColumnWidthAuto = false;
            tool1.DrawStyle = Steema.TeeChart.Tools.ScrollBarDrawStyle.WhenNeeded;
            foreach (Steema.TeeChart.Styles.Series s in tChart1.Series)
            {

                if (s.Title.Length > 8)
                {
                    //Cut the string
                    string tmp1 = s.Title.Substring(0, 8);
                    s.Title = tmp1;
                }
}
