When chart area is scrolled and TCursorTool has the same X position with the left border, TCursorTool automaticaly returns to the chart center.
To reproduce that you need to scroll the chart to the left until the cursor's vertical line is out of the chart. Then srcoll to the right slowly and suddenly you'll see the vertical line appearing at the center of the chart.
